Heather L. Blackwell

A Beaumont native, Heather practiced with the firm of Sheldon and Dunham, PLLC from 1999 through February 2012, and currently practices with Moore Landrey, LLP. She has worked with governmental entities on all aspects of service to their taxpayers, including government contracting, bidding, and procurement, as well as creating and implementing policies and procedures for operations and personnel matters. Heather has acted as counsel for The Port of Port Arthur Navigation District of Jefferson County, Texas, the South East Texas Regional PlanningCommission, and other governmental entities over the years.

Heather has also represented local contractors, engineering firms, and medical providers in contract negotiations and drafting. She has experience with probate and estate planning, as well as general civil litigation, alternative dispute resolution proceedings, and appellate matters in both state and federal courts.
